Youth Action Plan

The Youth Action Plan 2024-2027 highlights opportunities to improve the lives of young people in the City of Salisbury.

The Plan focuses on three key priorities for youth, including:

  • health and wellbeing
  • equity, discrimination and unfair treatment
  • educational engagement and successful transitions.

The Plan was developed in consultation with young people to understand their needs and issues impacting their lives, as well as how Council can support them.

Programs and initiatives

A range of targeted initiatives and programs based on the key priorities will be rolled out over the next three years to support our local youth.

City of Salisbury is partnering with Sonder to provide an 18-month pilot to provide additional youth mental health services for people aged 12 to 25 living in Salisbury. The service is located at Twelve25 and provides one-on-one consulting services with a qualified mental health worker from headspace Edinburgh North across four days per week.

The annual Youth Market provides an opportunity for young people aged 12 to 25 to showcase their skills and talents in a welcoming environment within the City of Salisbury. City of Salisbury provide training sessions prior to the market to support young entrepreneurs to get the best outcome for their stall.

The annual Youth Summit connects, consults and drives action with young people in Salisbury. Each year, the Youth Summit will focus on a different key priority from the Youth Action Plan. The first Youth Summit under the Youth Action Plan was held on 11 April 2025 and focused on health and wellbeing.

The Mind Matters Pilot Program provides mental health first aid training to students and teachers to address the early signs of poor mental health in young people. Salisbury East High School Year 8 students and teachers received peer and youth mental first aid training to build their skills as part of the pilot. Following an evaluation, the program may be expanded across City of Salisbury.

The Period Poverty Project will provide free and dignified access to period care at City of Salisbury community centres and hubs.

The Youth Empowerment Salisbury (YES!) Leadership Program provides formal and informal opportunities to help build leadership skills to support young people to build critical skills for advocacy and employment. For more information, visit Youth Professional Development and Leadership.

A range of music-based programs will be provided for young people to improve their wellbeing and build social connections. This includes a weekly Jam Club, music industry workshops and opportunities to perform at events.
