City Plan

The City of Salisbury is committed to excellence in building a community of opportunity and spirit in a quality environment.

This vision is implemented through four key directions: 

  • Shaping the Future
  • Sustaining Our Environment
  • The Living City
  • Achieving  Excellence

The City Plan sets the framework for the development of city indicators that will measure trends in a range of key areas at the local or regional level. These indicators provide valuable information on which to base public policy decisions.


Implementing Our Vision

The City of Salisbury has a significant role in ensuring the implementation of the City Plan 2020 – Sustainable Futures. It will seek to actively implement this plan by:

  • Inclusion of programs and projects within Council's aligned corporate and business plans and budget processes.
  • Advocating to all levels of Government and other relevant organisations on behalf of our community.
  • Playing a key role in the facilitation and coordination of services and projects within our City.
  • Seeking to enter into partnerships in relation to major strategic urban developments.
  • Ensuring Council's public policy documents are at the forefront of policy development.

The successful implementation of the City Plan will involve input from a range of public and private organisations and individuals. Successful implementation will rely on the commitment of all stakeholders who have an interest in the further advancement of our City.

Salisbury City Plan 2020

There is a continuous theme that underlines the work of the City of Salisbury and that is reflected in this plan – the importance of the long-term sustainability of this City in all of its aspects, within the context of the overall City vision.

Sustainable Futures is pragmatic.

It recognises that, acting alone, sustainability may well be an unachievable goal for the City. Thus, Sustainable Futures recognises that to achieve our outcomes we will require the collective effort of all, through formal and informal partnerships.

The City aims to achieve a sustainable future and Council’s vision of  excellence in building a community of opportunity and spirit in a quality environment. 

This document warrants careful reading. The City commends Sustainable Futures to all its stakeholders and welcomes both comment and direct engagement in achieving its aspirations.

Salisbury Economic Development Strategy

Salisbury, Shaping the Future makes a critical contribution towards achieving economic growth and prosperity, the keys to shaping a better quality of life for the entire Salisbury community.

Industry in Salisbury is well positioned to participate in some of the fastest growing market sectors – electronics, information and communications technology, advanced manufacturing, defence and environmental management.

Salisbury, Shaping the Future provides the practical framework and necessary actions that will achieve a more prosperous future for our City in the next decade and beyond.

Environment and Climate Change Strategy

The importance of practising and embracing the philosophies of sustainability is becoming a greater priority for communities due to the impacts of climate change.

Salisbury, Sustaining Our Environment is a local response to the very real challenges that we face. It acknowledges the threats to our community if we do nothing and sets out what strategies and actions need to be taken if we are to preserve our current lifestyle and maintain ongoing prosperity.
Salisbury, Sustaining Our Environment is a practical and pragmatic local response to the serious challenges we face as a community, as a State and a nation. It’s our contribution to the principle that by meeting the challenges in our own backyard we can make a difference.

Community Development Strategy

Salisbury, The Living City Strategy reflects the need to integrate the economic, environment and social dimensions of policy and planning to ensure that:

  1. Social policy supports economic and sustainable urban development
  2. Community capacity and self-reliance is developed to lessen a reliance on service delivery and support from Council
  3. Optimal wealth creation and business sustainability is maintained

The Living City goals and priority actions for the next five years have been grouped against these four streams; 1. Population, 2. Health and Wellbeing, 3. Learning, 4. Neighbourhood Planning/Place Management.

Organisational Excellence Strategy

Salisbury recognises excellence in organisational management, processes, systems and an engaged workforce is the corner stone to achieving the goals established in the City Plan.

Achieving Excellence sets the current and future operations of the organisation and focuses on five key dimensions to support this including:

  1. People – ensuring relevant planning, development, attraction and retention of our workforce as well as focusing on ensuring our organisational culture encourages us to strive for excellence in all that we do.
  2. Processes and Systems – ensuring the ongoing sustainability and viability of the organisation through maximising the use of technology and thinking innovatively about our business practices with a view to continually improving both what we do and how we do it.
  3. Governance– ensuring that practices that influence or impact decision making are considered within relevant legislative parameters and that the importance of effective communication across the organisation is emphasised.
  4. Financial Management and Planning – ensuring that our business practices encompass good planning and resource management to deliver financial sustainability for our community.
  5. Customers and Community – ensuring a focus on consistency and excellence in our interactions with our customers and providing opportunities for our community to engage in the decision making processes.

Corporate Plan (prior to 2008)

Prior to the release of the City Plan 2020 – Sustainable Futures, the City of Salisbury had a Corporate Plan which set out the organisation's vision, values, goals and strategies.
